Housing First for Providers

Housing First prioritizes rapid placement and stabilization in permanent housing and does not have service participation requirements or preconditions.
CoC Program funded projects should help individuals and families move quickly into permanent housing

Projects in the CoC are required to use a Housing First approach. The CoC assesses fidelity to the Housing First approach within the overall system as well as within each project funded through the ESG and HUD CoC Program. CoC funded projects must allow entry to program participants regardless of their income, current or past substance use, history of victimization (e.g., domestic violence, sexual assault, childhood abuse), and criminal record–except restrictions imposed by federal, state, or local law or ordinance (e.g., restrictions on serving people who are listed on sex offender registries).

Housing First Requirements for HUD CoC Program Recipients

As part of the HUD CoC Program Competition, all projects requesting new or renewal funding must adhere to a Housing First approach.

The NW Michigan Coalition to End Homelessness has established the following requirements as part of the annual performance review process of CoC funded projects:

  1. All renewal projects under the HUD CoC Program must submit the Housing First Assessment Tool as part of their project application. (self reported)

  2. The CoC Coordinator must annually complete the Housing First Assessment Tool for each project independent of their self reported assessment.

  3. All new and renewal projects under the HUD CoC Program must submit all supporting documents related to the Housing First Assessment tool annually.
