The inflow-outflow graphic above helps us understand how many people are actively experiencing homelessness in our region and how many are entering and exiting homelessness.

An end to homelessness means:

  • We have very few people experiencing homelessness at any given time.

  • We have more people exiting homelessness each month than we have entering. 

  • People are able to leave homelessness and enter permanent housing within short periods of time. 

Understanding INFLOW: 

  • Inflow means the amount of people who are entering homelessness each month. 

  • Newly Identified means people who are new to homelessness and who have not experienced homelessness in the past 2 years. 

  • Returning means people who are returning to homelessness after having been housed in the past 2 years. 

Understanding ACTIVELY HOMELESS: 

  • Actively Homeless means how many people are currently experiencing homelessness in the 5 county region. These people are either staying in temporary emergency shelter or are staying in tents, vehicles or other places not meant for humans to reside. 

Understanding OUTFLOW: 

  • Outflow means the amount of people who are exiting homelessness each month. 

  • Housing Placement means people who have exited homelessness and have entered housing. 

  • Inactive means people who are no longer "active" within the homeless response system. Meaning, they have lost contact with the response system, or have entered an institutional setting for a long period of time.
