Michigan State Housing Development Authority Housing Choice Voucher Shortfall

On June 25th, 2024 the Michigan State Housing Development Authority (MSHDA) released information statewide regarding the Housing Choice Voucher (HCV) shortfall. Below please find information shared from MSHDA regarding the HCV shortfall. Information will be updated on this site as new information becomes available from MSHDA. The MSHDA website should be your first step in obtaining new information regarding the shortfall and process moving forward.

Due to budget constraints, MSHDA’s Housing Choice Voucher (HCV) program will not release any new vouchers for the foreseeable future. During this time, MSHDA will close all HCV waitlists to new additions starting July 1, 2024, and waitlists will remain closed until the budget allows for new vouchers to be released. This closure includes households that would qualify for waitlist entry via the homeless preference. 

During the HCV waitlist closure period, Housing Assessment Resource Agencies (HARAs) will be unable to add names to the waitlist via the homeless preference. Additionally, MSHDA will not require or accept recertifications of homelessness for those currently on the waitlist via the homeless preference. Applications will likely expire during the closure period. Please be sure to assess households for all other available housing resources during this time.

HARAs will receive advanced notification, prior to the re-opening of the HCV waitlist for the homeless preference, so that names can be added before waiting list draws occur.  Likewise, community partners will receive notification as to when MSHDA may begin issuing/leasing vouchers in its HCV program for all other families. 

MSHDA will continue to provide rental assistance on behalf of current HCV participants as their program participation is not impacted by the shortfall.

  • Project-Based Voucher (PBV) program

  • Veterans Affairs Supportive Housing (VASH) program

  • Stability Voucher program
