Michigan State Housing Development Authority Emergency Solutions Grant Program 2023-2024 (MSHDA ESG)
The ESG program funds street outreach, emergency shelter operation, services for emergency shelter residents, rapid re-housing programs, and homeless prevention programs run by private nonprofits and government agencies. The MSHDA ESG NOFA sets forth the process and requirements for applying for ESG funds.

Michigan State Housing Development Authority: Shelter Diversion Pilot Program
The goal of shelter diversion is to end an individual or family’s experience of homelessness as quickly as possible while empowering them to regain control over their situation. The emphasis is on securing safe, appropriate options in community – even temporary options – rather than an emergency shelter stay, whenever possible. This limits the trauma of homelessness while supporting the availability of limited shelter beds for those most in need.

Allocation not yet determined. This IS a competitive funding competition. The maximum grant award is $500,000 (up to $250,000 per year of the grant term). MSHDA anticipates awarding up to 10 proposals, depending on project size, and will review proposals to ensure effective geographic dispersion.
Michigan Department of Health and Human Services: Permanent Supportive Housing Support Services Pilot
The Michigan Department of Health and Human Services (MDHHS), Housing and Homeless Services is investing $6 million in a Supportive Services Pilot to provide needed staff support and services to formerly homeless clients participating in permanent supportive housing. The project will be accomplished through partnerships with 5 community-based agencies to provide supportive housing services and will operate for 3 years.
NWCEH supported an application from Northwest Michigan Supportive Housing (NMSH) for this program in Feb. 2023.
Michigan State Housing Development Authority: Housing Navigation Program (HNP)
HOME-ARP Housing Navigation Program (HNP) is a two-year (2) grant that will provide staffing support for the delivery of services to households who qualify per HOME-ARP eligibility criteria. Each CoC has a pre-determined allocation of funds (Addendum A). The CoC will respond to this NOFA with its selected subgrantee to provide services. This NOFA will provide details regarding Qualifying Populations, Eligible Activities, and Costs, along with the subgrantee requirements.
Grant Term: Housing Navigation is a two-year (2) grant. Grants will begin May 1, 2023 to April 30, 2025.
MI-512 (Grand Traverse Area CoC) $150,000 1 FTE for 2 years.
